OK, I've heard this come up several times particularly referring to Toth, the idea that you guys should maybe cast the arcanum spell: Light on him. I'll give this one to you guys, it won't work.
Specifically ruling on the concept of casting Light and Cantrips; neither can be cast offensively. Only unattended objects can be affected by either spell.
This is to avoid situations where a free to cast spell becomes useful in a combat situation. You cannot cast Light on someone's eyeballs to make them blind. You cannot cast Light on a retreating rogue's clothing so that he can't hide in the woods or the shadows. These are mechanical combat-oriented advantages that players should not be able to achieve without spending some form of in-game resource.
If anyone does try to cast Light or Cantrips on an unwilling player, monster or NPC, they target may "no effect" the spell at will.
